There are plenty of bikes out there in the 5k range. Especially with the new 04's already flying out the door! It may be a bit difficult, and unlikely that you will find an 03 in that price range ..., but keep checking until you find something that fits your budget and preferences. 99-02 with low miles is very possible in that price range.

that gixxer is not hard to fix at all. Its the turn signal relay under the gas tank. I am willing to bet he keeps popping the "turn Signal" fuse, And do the brake lights work as well? if they dont then its that relay.
